The building has a double skin, with an intermediate environment in the space between the two layers that allows for the use of operable windows and makes for a greatly improved acoustic environment. The outer skin is conceived of as a translucent rear-projection surface that would provide an enormous surface area (130,000 SF) for advertising and other displays. The building acts as an active agent that ignites the district by its presence, as if the excitement of Times Square had been inserted into this urban space, creating natural conditions for development.
